County building, cemetery use policy to be reviewed

YERINGTON -- Proposed changes in policies governing the operation, maintenance and use of county buildings and cemeteries will be unveiled at today's Lyon County Commission meeting.

After several months of study, Public Works Director Chuck Swanson is ready to present recommendations for site management, insurance requirements and a fee schedule for the 12 county facilities available for rent or use.

Under Swanson's proposal, each site will be assigned a site manager, who may delegate administrative responsibility to local advisory councils or senior center boards.

Insurance requirements are based on the type of activities to be held, ranging from a minimum of $300,000 for Type I events (meetings, reunions, seminars), a minimum of $500,000 for Type II events (small dances, festivals) to $ 1 million for Type III events (carnivals, large dances and concerts, conventions, political rallies).

Additionally, liability insurance of at least $1.5 million would be required for events where alcoholic beverages or food is served.

Recommended fees include $60 per four-hour period during business hours to $120 after business hours for a small room. A large room would cost $100 per four-hour period during business hours and $240 for the same period after business hours. Combined cleaning and damage deposits range from $400 to $1,200, depending on the number of persons using the facility.

Cemetery operations and maintenance would be managed through coordination with local cemetery boards and public works. Funds would be managed at the county level and information and selling of plots provided through an existing county office. Local groundskeepers would assist public works with grounds care, weed control, security and repairs.

Following commissioner review, Swanson will present the proposals to local advisory boards for public review and comment.
