City denies work permits to two men due to criminal histories

Carson City supervisors denied two work permits submitted to the Carson City Sheriff's Office by Gene Munnings and Spencer Lee Bailey.

Munnings, a Carson City resident, wanted to work as a secret shopper for a private investigation company, but the city denied his request because he was convicted of two counts of arson in Baltimore, Md., in 1979 and 1980. Munnings appealed the denial, but did not appear at Thursday's board meeting for further discussion.

Bailey, a resident of Lake Tahoe, wanted to work as a security guard for the Carson City Sheriff's High Sierra Patrol. The city denied his request because he failed to disclose that he had been arrested in 1996 in Woodland, Calif., for sexual abuse of a child.

He appealed the decision but failed to show up at Thursday's board review of his case.

His application was automatically denied.
