Gibbons, a four-term incumbent in Congress, has been a staunch supporter of and booster for President Bush and his anti-terrorism policies. Gibbons has anchored his career on his opposition to tax increases. Before winning election to Congress, he served two terms in the Nevada Assembly representing Reno and Incline Village. He helped author the requirement that any tax hike be approved by a two-thirds majority of the Legislature and is behind this year's "education first" initiative.
