Dela Barre previously was operations manager at Tetra Tech EM, Inc.He has more than 12 years of technical experience in engineering, groundwater hydrology, geochemistry and environmental resources.
He holds a bachelor's degree in civil engineering from the University of Maryland, and master's and doctoral degrees in civil engineering from the University of California, Los Angeles.
