Walter M. Higgins will retire as chairman and a member of the board of directors of Sierra Pacific Resources, effective July 31. He'll be succeeded by Philip G. Satre, currently the company's lead outside director and the former chairman of the board of Harrah's Entertainment Inc. before his retirement in 2005.
