Former Carson City manager hired in Douglas

Carson City’s retired manager will take the reins in Douglas County after the Board of Commissioners voted 4-1 to approve a one-year contract with him.

Larry Werner served in the capital’s top administrative spot for five years.

Douglas County Commissioner Greg Lynn had an issue using the adjective “interim” for Werner’s position, saying he liked the contract could be extended month to month after the year was up.

Under the contract, Werner would be paid $172,000 for the year, along with a $700 car allowance. He will start work on March 7.

The contract could be terminated at any time with 30 days notice. Werner would not receive medical insurance, sick leave, vacation or retirement while working for the county.

This will be the second time Werner serves as Douglas County manager. Werner took over for Douglas County Manager Steve Mokrohisky in spring 2014.

Commissioner Barry Penzel was the lone vote against hiring Werner.

Penzel said he felt that acting County Manager Mimi Moss has done an excellent job, and the county could arrange for a bonus for her in recognition of her work.

Penzel said he had personal and professional issues with Werner, that included interrupting commissioners while they were discussing an issue.

Werner told commissioners his company BHC Consulting also is working for Minden and Carson City, but he would be exclusive to Douglas County.

Douglas County Manager Jim Nichols left the county after 15 months of his three-year contract by mutual agreement with commissioners. Nichols’ official last day was Jan. 29.

Werner, 67, has been a Douglas County resident since 1997. He served as Douglas Public Works Director in 1992. He retired from Carson City in 2013.
