Letter: How can average person affect banks?

I appreciated Dave Horton's guest editorial on "Nevada Banking" in Sunday's paper. Since three more banks were taken over in the last six months, I thought Nevada Banking had become exctinct. It is good to know that First National Bank of Nevada is a local bank. It seems that now is the time to save Nevada from becoming a "banking colony" (they take our Nevada money and funnel it back into home states of corporate banks).

Dave hinted that two ways would be to urge legislature to expand the State Municipal Bond Bank,

and/or follow North Dakota's example of creating a "mini-fed" to protect Nevada's economy and interests. How can I get more information about contacting legislatures and what the "average" citizen can do to facilitate a mini-fed?
