Carson limits its growth by limiting the number of building permits allowed.

As of Wednesday, 150 out of 699 permits -- around 21.5 percent -- have been issued. Only 642 permits will be offered in the 2002/2003 fiscal year.

Permits offered are lower this year because of a higher certified population -- 52,457 -- by the U.S. Census. Masayko did note that the city almost never meets the 3 percent growth limit, instead only grows between 1 and 2 percent a year.
