Free HIV testing offered

Carson City Health and Human Services encourages everyone to learn their HIV status, and on June 27, the Health Department will join thousands of other healthcare providers and clinics across the country for National HIV Testing Day.

While low-cost HIV testing is always available at the health clinic on Long Street, testing will be offered for free on that Monday. No appointment is necessary, and the free testing will be available from 9-11 a.m. and 1-6 p.m.

In June 1981, the Centers for Disease Control and Prevention published the first report on cases of a disease that would eventually become known as AIDS. In the 30 years since, AIDS has become a worldwide epidemic that has claimed more than 33 million lives, including 600,000 in the United States.

Early diagnosis is critical for people who are HIV positive, so they can benefit from treatment. New treatments developed in the mid-1990s have allowed HIV-positive people to live longer, healthier lives.

The CDC recommends routine testing for all individuals aged 13-64. Those who engage in high-risk sexual behavior or use intravenous drugs may need more frequent testing. Pregnant women should be tested during the early months of their pregnancy to help eliminate transmission of HIV to their infants.

In addition to testing, HIV services offered by Carson City Health and Human Services include case management, a support group for those infected with HIV and referrals to area health care providers.

Public comment sought on building code

Nevada has combined the former Renewable Energy and Energy Efficiency Authority with the Nevada State Office of Energy. Gov. Brian Sandoval signed Senate Bill 426 into law which requires the state office and its director to assume the duties of the authority on July 1.

Programs and regulations that will move to the state energy office include the creation of a statewide energy plan, adopting the International Energy Conservation Code statewide and granting partial property, sales and use tax abatements to qualifying renewable energy facilities.

The NSOE is now seeking comments regarding the draft regulations and proposed language of the adoption of regulations for the 2009 IECC, a code adopted by many state and municipal governments in the U.S. for the establishment of minimum design and construction requirements for greater energy efficiency standards. Those interested may submit written comments at upcoming regulation hearings. For information, contact Emily Nunez at 687-1850 ext. 7324.
