The Carson City Board of Supervisors will take up an $8.1 million construction manager at risk contract with Q & D Construction to begin work on the Downtown Carson City project.
The board will meet at 8:30 a.m. Thursday in the Sierra Room of the Carson City Community Center, 851 E. William St.
The contract would allow Q & D to start work on Carson Street from 5th Street on the south to William Street on the north.
On Carson Street, from 5th Street on the south to William Street on the north, four vehicles lanes will be converted to three, with one south, one north and a center turn lane.
The median will be removed, sidewalks will be widened, bicycle lanes added and more trees will be planted on each side of the street. Pavers will go in at intersections, and benches, bike racks, trash receptacles or other items will be included, along with water, sewer and storm water improvements below the road.
After that contract, the board also will discuss a contract with Lumos & Associates for an amount not to exceed $199,055 for construction assistance services.
City Manager Nick Marano has previously said the downtown makeover on Carson Street and the accompanying Bob McFadden Plaza, on a closed block of West 3rd Street, will be a completed by Nevada Day.
“Our goal is to have everything done by Nevada Day,” he said.
The board in 2014 boosted city sales tax one-eighth of a penny to back bonded indebtedness for downtown revitalization, other business corridor improvements and some capital projects.
On Thursday, the board also will likely act on the second reading of amending Carson City’s building and construction codes to adopt the 2012 International Energy Conservation Code and the 2015 Northern Nevada Energy Code Amendments.

Discussion from Vern Krahn on the Parks and Recreation Commission’s 2015 Annual Report, which will cover items from 2015 and upcoming items of concern for 2016.
Krahn also will bring forward an item to for board approval of $128,148 in residential construction tax funds for improvement projects at Ross Gold Park.
To authorize Open Space staff to submit a grant application for an erosion control and watershed improvement project on the southeast side of the Prison Hill Recreation Area along Golden Eagle Lane.
To accept the recommendation of the Open Space Advisory Committee to submit a grant application to the Recreational Trails Program for trail and trailhead improvements at the north end of the Prison Hill Recreation Area.
To approve allowing the Carson City Fire Department to apply for a FEMA grant in the amount of $1,085,046, to purchase a new ladder truck.
The board also will act on the fire department’s application for a Community Development Block Grant in the amount of $205,000, to supply funding to purchase a new ambulance for Station 52.
Fire Chief Bob Schreihans also will ask the board to approve increasing the fees for Fire Department services by 2 percent.
There will also be discussion and possible approval of amendments to boards, committees and commissions policies and procedures from District Attorney Jason Woodbury.
The board also will appoint a member to the Carson City Audit Committee for a two-year term that expires in December 2017.
