IN THE MATTER OF:

ORDER
On July 5, 2021, a hearing was held on
the Petition for Appointment of Permanent
Guardianship over Minor Child, filed on June
17, 2021. The Petitioners· Melinda Abe and
Bryson Abe were present in Court and represented
by Natalie Pacheco, Legal Advocate,
who was also present in Court.
Discussion was offered by the Petitioners
and Legal Advocate on their unsuccessful
Attempts to serve the Minor Child’s mother
Kiona Baltazar-Abe with notice of the Hearing
and said Petition. The parties reported they
diligently attempted to locate his Mother but
have been unsuccessful in reaching her to
serve her with these legal pleadings for the
Hearing. Legal Advocate Pacheco stated
she will be filing an affidavit regarding their
attempts to reach the Mother. Therefore,
based on the Petitioners’ claims, pursuant
to FPST Code 10-80-020(c), the Court finds
that the most effective means to serve Kiona
Baltazar-Abe is by publication. Further, the
Court finds that an Order for Publication for
Service, pursuant to the FPST Code 2-30-
050(b), is warranted.
Additionally, on July 2, 2021, Father
Anthony Quintana, the Minor Child’s father
filed his Consent/Waiver of Parent on receiving
personal service of said Petition and
acknowledged his receipt of a copy of same.
NOW THEREFORE, the Court being fully·
informed, enters the following order:
IT IS HEREBY ORDERED that the Temporary
Guardianship of LIAM ABEQUINTANA
be extended to October 6, 2021.
FURTHER IT IS ORDERED that the Petitioners
file an Affidavit with the Court
explaining all the methods they used to attempt
to locater Mother Kiona Baltazar-Abe.
IT IS ORDERED that that Request for
Publication is GRANTED.
IT IS FURTHER ORDERED that publication
shall be in a newspaper of general
circulation in Washoe County for four (4) consecutive
weeks after the date of this Order.
FURTHER IT IS HEREBY ORDERED that
a Hearing on the Petition for Appointment of
Permanent Guardianship is set for October 5,
2021 at 10:00 a.m.
