Man in custody for felony hit-and-run

A Stockton, Calif., man is in custody in Carson City for suspicion of felony hit-and-run and vehicular homicide after allegedly fleeing the scene of an accident that killed a passenger.

Alfonso Noriega Barragan, 28, was arrested on a California Highway Patrol warrant at Carson-Tahoe Hospital at 5:02 p.m. Sunday.

California officials believe Barragan was driving his brother's 1977 LTD at 4 a.m. Sunday on Highway 88 in Hope Valley when he hit a guard rail. The rail impaled his brother-in-law Daniel Torres, 28, causing his death.

Barragan reportedly told arresting deputies that he slid on the ice and "when he saw the condition of his brother-in-law, he became scared and took off running," according to the report. "He said he knew his brother-in-law was deceased.

"He said he flagged someone down and was taken to C-TH."

At Carson-Tahoe Hospital he was treated before his arrest.
